Can-upao topples 33 others

JAGNA – The Municipal Local Government Operations Office released today the official result of the Barangay Administration Evaluation 2012 conducted by the DILG Jagna and cooperation with the Local Government Unit. MLGOO Lito O. Dajalos officially released the result after deliberation with the evaluating team.

 

Barangay Can-upao occupies the topmost position out of the 10 outstanding barangays among the 33 barangays in the town garnering a total of 301 points. Can-upao was closely followed by Cambugason with 298 points and Cabungaan in the third place with 298 points. Malbog is 4th; Odiong is 5th; Bunga Ilaya is 6th; Looc, 7th; Tubod Mar, 8th; Cantagay, 9th and Balili, 10th.

 

The objectives of the conduct of the Barangay Administration Evaluation 2012 are: 1)To recognize barangays with good governance performance in internal housekeeping particularly on four (4) areas, namely (1) Good Planning; (2) Sound Fiscal Management; (3) Transparency and Accountability; and (4) Valuing of Performance Monitoring and 2) To elevate the practice of good governance that values desirable development outcomes into institutional status.

 

In 2011, the Municipality of Jagna was one of the few Local Government Units in Region 7 conferred by the Department of Interior and Local Government (DILG) the Seal of Good Housekeeping Award in the 3rd Class Category. In order to cascade the same good housekeeping performance, compliance to the full disclosure and other good governance practices, the LGU hand in hand with the DILG conducted the Barangay Administration Evaluation 2012.

 

The barangay evaluation is one of the tasks of the DILG who is mandated to exercise general supervision over local governments including promulgation of policies, rules, regulations and other issuances on the general supervision over local governments and on public order and safety. To ensure plans, policies and programs are implemented a barangay evaluation is conducted to establish a system of coordination and cooperation among the citizenry and to ensure effective and efficient delivery of basic services to the public.

 

The evaluation followed specific criteria set forth by the DILG in their Barangay Evaluation form. Specific points were given per area as basis for the evaluation. An overall total of 302 points can be earned for a perfect barangay. The method of conducting barangay evaluation  is based on the following criteria: Presence of administrative requirements; Support Extended by LGU/Other Agencies; Office Environment;Compilation of Admin Reports; Performance of Barangays; Posting of Municipal Ordinances, Barangay Ordinances and Barangay Resolutions; Implementation of Programs; Linkages towards Progress.

 

A pool of evaluators coming from different sectors was organized to conduct the evaluation according to the criteria set forth by the DILG. The evaluators were Engr. Josepfina Ranoa, Engr. Gerry Araneta; Mr. Vicente Orias; Engr. Felix Pajo and Mr. Antioco Lloren. MLGOO accompanied the evaluators during the duration of the evaluation to the barangays.

 

Mayor Fortunato R. Abrenilla thru his radio program “Ang Mayor sa Lungsod” expressed his congratulations to the 10 outstanding barangays for their performance. He expressed his thanks to the other 23 barangays for their efforts and participation in the evaluation. The local chief executive thanked the DILG for conducting the program as well as the pool of evaluators for sharing their time and expertise in the conduct of the evaluation.
