Republic Act / Implementing Rules and Regulations

Upon the enactment of the Local Government Code of 1991 (Republic Act no. 7160), functions of the Municipal Agriculture were devolved to the Local Government Unit (LGU) of Jagna, thus the creation of the Municipal Agriculture Office.

An act (R.A. 8435) prescribing urgent related measure to modernize the agricultural and fisheries sectors of the country in order to enhance their profitability, and prepare said sectors for the challenges of globalization through an adequate, focused and rationale delivery of necessary support services, appropriating funds therefore and other purposes, otherwise known as the “Agriculture and Fisheries Modernization of 1997” (AFMA) was created by the Third Congress on the Third Regular Session.

Section 2 of the Organic Agriculture Act of 2010 (R.A. 10068) and its Implementing Rules and Regulations (IRR), declared the policy of the State to promote, propagate, develop further and implement the practice of organic agriculture in the Philippines that will cumulatively condition and enrich the fertility of the soil, increase farm productivity; reduce pollution and destruction of the environment, prevent the depletion of natural resources, further protect the health of farmers, consumers and the general public, and save program for the promotion of community-based organic agriculture systems which include, among others, farmer produced purely organic fertilizers such as compost, pesticides and other farm inputs, together with a nationwide educational and promotional campaign for their use and processing, as well as the adoption of organic agricultural system as a viable alternative shall be undertaken.

Municipal Ordinance

Municipal Ordinance No. 10-05-2017, otherwise known as an ordinance establishing a High Valued Organic Crop Agricultural Support Funds for possible qualified barangays as pilot areas for organic crop production in the municipality of Jagna, Bohol and providing tax incentives thereof, has created the Municipal Organic Agriculture Board (MOAB).

  • strongly upholds peoples’ initiatives towards innovative and sustainable use of earth’s resources.

 

Mission

To reach out, mobilize and empower the farming and fishing communities to produce sufficient, accessible and affordable food for every Jagnaanon and encourage private sectors’ initiative and participation for equitable and sustainable development for agriculture sector to provide decent income for all.

Functions

  • MOAB Functions
    1. Formulate and develop a Municipal Organic Agricultural Plan, in consultation with stakeholders and oversee its implementation, monitoring and evaluation;
    2. Monitor and supervise organic agriculture practices of the municipality;
    3. Identify and recommend pilot organic barangays as required in this ordinance;
    4. Adopt the existing national standards for the accreditation of organic agriculture practitioners which may take into account second- or third-party certification systems and farmers’ guarantee systems;
    5. Recommend criteria for organic farms, organic farmers, organic agriculture standards and practices;
    6. Develop appropriate incentive mechanism for organic agriculture sector in collaboration with the barangays involved which may include but not limited to assistance to organic farm inputs and the necessary crop insurance and other support system of agriculture sector;
    7. Call concerned sectors that could provide advice on matters pertaining to organic agriculture and conduct capability- building initiatives to farmers;
    8. Organize educational seminars and assist farmer groups in implementing the Program;
    9. Coordinate and facilitate the application and availment of grants from the DA and other financing institution;
    10. Form farmer association, train, lead and professionalize the group for a more collaborative and efficient business model;
    11. Ensure that farmers are the direct beneficiaries and not simply the hired workers and that it must be a collaborative partnership to alleviate the lives of poor farmers;
    12. Perform such other functions as may be necessary for the realization of the policies as well as the principles enunciated under this ordinance.

 

  • MAO Functions
    1. Formulate measures for the approval of the Sanggunian and provide technical assistance and support to the mayor, in carrying out said measures to ensure the delivery of basic services and provision of adequate facilities relative to agricultural services;
    2. Develop plans and strategies and upon approval thereof by the mayor, implement the same, particularly those which have to do with agricultural programs and projects;
    3. Ensure that maximum assistance and access to resources in the production, processing and marketing of agricultural and aqua-cultural and marine products are extended to farmers, fishermen and local entrepreneurs;
    4. Conduct or cause to be conducted location-specific agricultural researches and assist in making available the appropriate technology arising out of and disseminating information on basic research on crops, preventive and control of plant diseases and pests, and other agricultural matters which will maximize productivity;
    5. Assist the mayor, in the establishment and extension services of demonstration farms or aqua-culture and marine products;
    6. Enforce rules and regulations relating to agriculture and aquaculture;
    7. Coordinate with government agencies and non- governmental organizations which promote agricultural productivity through appropriate technology compatible with environmental integrity;
    8. Be in the frontline of delivery of basic agricultural services, particularly those needed for the survival of the inhabitants during and in the aftermath of man-made and natural disasters;
    9. Recommend to the Sanggunian and advise the mayor, on all other matters related to agriculture and aqua-culture which will improve the livelihood and living conditions of the inhabitants; and
    10. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

 

Job Description

  1. General supervision, management and facilitate agriculture and fishery activities which include dispersal of livestock and poultry, fingerlings, and other seeding materials for aquaculture, palay, corn, and vegetable seed farms, medicinal plant gardens, fruit tree, coconut, and other kinds of seedling nurseries and demonstration farms;
  2. Promote crop production technology and the provisions of technical assistance to farmers;
  3. Increase the farmer’s income by enhancing the productivity of stocks through provisions of breeding services and dispersal of upgraded breeds;
  4. Intensify the implementation of agricultural programs, projects, activities thru networking with other line government agencies, non-government agencies and other partner institutions;
  5. Provide quality planting materials through the maintenance of plant nurseries and seminars;
  6. Maximize the implementation of natural farming system, organic farming and enforcement of fishery laws and local ordinances;
  7. Control the quality of copra;
  8. Improve and develop local distribution channels, preferably through cooperatives; inter-barangay irrigation system; water and soil resource utilization and conservation projects;
  9. Enforce fishery laws in the municipal waters including the conservation of mangroves;
