Mayor Fortunato R. Abrenilla delivered to the people of Jagna his first State of the Municipality Address (SOMA) on September 14, 2012 after two years of service. Held at the Capt. Gregorio “Goyo” Casenas Hall, 2nd Floor, Municipal Bldg. it was attended by Vice Mayor Exuperio Lloren, members of the 7th Sangguniang Bayan, Punong Barangays, National Agency representatives, POs, NGOs, private sector and the religious sector.
The Local Chief Executive emphasized on the principles guiding his administration – “development for Jagna and clean and honest governance”. He further declared, “I have rallied the efforts of this administration towards sound fiscal management and accountable and transparent governance, two of the mandates of the Department of Interior and Local Government. It is my goal in this administration to not only steer the municipality towards development felt by Jagnaanons in all walks of life but to make sure of the LGU’s compliance to the mandates of the Anti-Red Tape Act as a believer that IT IS CORRUPTION in government that hinders the full utilization of government resources towards the direction of development”.
He emphasized the LGUs adoption of PhilGEPS declaring that “no politician or any other entity can tamper the conduct of biddings of the Bids and Awards Committee at the Local Government Level”.
The Local Chief Executive then outlined the programs and projects of his administration for the past two years with an emphasis that the LGU is only implementing the people’s programs and projects.
He stressed on accomplishments of his flagship projects: the rehabilitation of the JWS; implementation of the MDRRM Plan; Jagna Emergency Medical and Rescue Unit and infrastructure development.
His 2012 development directions were on the Rehabilitation of the waterworks system towards water potability passing DOH standards; upgrade of slaughterhouse to meet requirements of the National Meat Inspection Services; implement Sanitary Landfill in accordance with the Ecological Solid Waste Act of 2000; Jagna Terminal project; support to micro-entrepreneurs.
Atty. Fortunato Abrenilla thanked the legislative body for working hand in hand with the executive. He also thanked the special bodies saying that “without their active involvement, we cannot truly respond to relevant concerns”.
He also expressed his gratitude to the department heads and all the employees at the LGU admitting that “without their hard works, this administration will not be able to accomplish tasks as well as deliver services to the people of Jagna”.
He specifically thanked partner NGOs and POs, barangays officials and the whole council, BHWs, BNS’ for their efforts in their respective barangays.
The Mayor is also thankful to the active MLGOO Lito Dajalos for guiding the LGU and the barangays in the performance of its tasks according to the mandates of the DILG.
He attributed the awards and recognitions received by the LGU: Outstanding Pabasa sa Nutrisyon; Regional Outstanding Municipality; Green Banner Award for Outstanding Municipality in the Region (for “Sustainable Programs for Malnutrition Reduction”); Rank No. 2 in Local Revenue Generation Program for 2010 and 2011; 2nd Place, Search for Best Practices in Ecological Solid Waste Management (ESWM); Most Outstanding Municipal Nutrition Council in the Province; Seal of Good Housekeeping; Seal of Good Housekeeping Silver Award; Gawad Pamana ng Lahi Regional Award, to the hard work of the LGU employees as well as collaborations with partner NGOs and POs.
Mayor Fortunato R. Abrenilla ended his SOMA by appealing to the people of Jagna to collaborate with the LGU in its projects and programs and in finding solutions to the many challenges faced by the whole municipality assuring them that the LGU will always do its best for the Jagnaanons in accordance with the mandates on transparency and accountability.
