DRRM workshop held to high risk barangays

Sixteen identified high risk barangays of the town participated in a DRRM Planning Workshop last December 7-9 at the Capt. Gregorio “Goyo” Casenas Hall.

 

Implemented by the Municipal Disaster Risk Reduction and Management Council in coordination with the GIFT Project of the Bohol Integrated Development Foundation Inc. (BIDEF) the sixteen barangays called to participate were Can-uba, Ipil, Cantagay, Bunga Mar, Can-upao, Looc, Pagina, Poblacion, Pangdan, Nausok, Larapan, Tubod Mar, Naatang, Alejawan, Mayana and Laca. These barangays were identified by the Department of Environment and Natural Resources’ Mines and GeoSciences Bureau.

 

Objectives set for the planning workshop were: to consolidate the contingency plans of the BLGU as component of Comprehensive Municipal DRRM Plan; to conduct Participatory Capacity and Vulnerability Assessment (PCVA) for budget prioritization in the 70% of Local Disaster Risk Reduction and Management Fund; to consolidate the programs and projects of every department of the LGU related to DRR and allocate funds from LDRRM Fund; and to formulate the comprehensive DRRM Plan of the Municipality.

 

Participants were punong barangays and designated barangay DRRM Action Officers of the sixteen barangays and selected MDRRMC members.

 

The comprehensive planning and workshop lasted for three days. Topics discussed were Orientation on RA 10121, Understanding Hazards and DRRM Models; Participatory Capacity and Vulnerability Assessment; Presentation of Community Risk Assessment and its Local Risk Patterns; Review of MDRRMC structures; Review of PCVA and Contingency Plans of BLGUs; Workshop on Municipal DRRM Planning; and Legislation.

 

Forrester Antonio Balang, DRRM consultant was the speaker. Facilitators of the workshops were BIDEF’s Elrond Pido and Francis Batoy.

MHO conducts food handler’s seminar

The Municipal Health Office (MHO) headed by Dr. Arnold M. Cagulada conducted a short course for food handlers on December 12 at the Capt. Gregorio “Goyo” Casenas Hall located at the municipal building.

 

The course was attended by food handlers, food establishment operators/owners and street vendors operating within the municipality.

 

The MHO’s goal is to update the knowledge of these operators on proper food preparation, handling/serving, food protection and storage towards preventing the transmission of food borne diseases.

 

At the end of the course, the participants are expected to learn how to analyze working environment hazards; causes of food borne diseases; proper food preparation in connection with physical hygiene and sanitized utensils and cooking equipment.

 

Topics tackled were Role of Food Handlers in the Transmission of Food Borne Diseases with Dr. Arnold M. Cagulada; Food Sanitation (Food Safety, Food Preparation, Food Handling/Services, Food Protection, Food Storage) facilitated by Ma. Magdalena Collano, sanitary inspector of Loon; Sanitation Requirements in Operating Food Establishments, Sanitation Facilities Requirements (Requirements regarding Equipment & Utensils) and Legal Grounds for Revocation of Permit were facilitated by Mr. Rolando Obenza, sanitary inspector of Loon.

 

An open forum followed where the participants aired concerns and questions.

Public consultation on the Revised Revenue Code of Jagna conducted

On November 29, the Sangguniang Bayan of the Municipality conducted a Public Hearing/Consultation on the Revised Revenue Code of Jagna at the Capt. Gregorio “Goyo” Casenas Hall.

Invited were players in the economic sector.

SB Committee Chairperson on Good Governance Alberto Cabrestante, Jr. presented the rationale of the activity.

The Revenue Code of Jagna was last revised in the year 2003. The mandate of the government states that there shall be conducted a revision of the revenue code every five years. The Revenue Code of Jagna was due for revision only last 2008. With time constraint along the years the revision of the Revenue Code of the town was finally given preferential attention by the incumbent 7th Sangguniang Bayan headed by Vice Mayor Exuperio Lloren.

The precepts of the 2003 Revenue Code of the town were seen as archaic as rapid changes in the economic sector are seen through the years. Taxes levied are already outdated and does not anymore support the needs of the community especially the provision of service to the populace.

Majority of the players of the economic sector of the town of Jagna responded to the call of the Sangguniang Bayan. Presentations as to the sections revised in the Code were provided by the concerned office heads of the Local Government Unit as well as the honorable members of the 7th Sangguniang Bayan.

After all the presentations, an open forum was conducted with the attendees airing out their questions, clarifications and suggestions to the Code for resolution of the Sangguniang Bayan. 

The public hearing/consultation is a part of the process of the Revenue Code revision. It is in accordance to the mandate of transparency and good governance.

SK organizes basketball tourney

The Sangguniang Kabataan Federation is again organizing an Inter-High School Basketball Tournament 2011-2012. Opening was held last December 3 at the Jagna Gymnasium.

Participating schools are Calabacita National High School, San Miguel Academy, Lonoy Heroes National High School, Faraon National High School, Tubod Monte Integrated School, Colegio dela Medalla Milagrosa, Bohol Institute of Technology – IC and Central Visayan Institute Foundation.

This tournament is sponsored by the Local Government Unit of Jagna; SK Jagna; and Liga ng mga Barangay-Jagna.

The aim of the tournament is to keep the students busy through sports to keep them away from the influences of drug and liquor.

The SK Municipal Federation has been organizing activities the whole year round for the benefit of the youth of the town.

Rice sufficiency for Jagna

The Local Government Unit is implementing the Integrated Rice Technology Demonstration Project since the wet cropping season of 2009.

Now, there are already 55 hectares of rice area covered located in the barangays Lonoy, Cambugason, Calabacita, Buyog and the latest is at Sitio Siling in Balili.

The frontline office in this project implementation is the Municipal Agriculture Office. They are supervising the project as well as served as facilitators during the conducted farmer-classes for this demonstration project.

Last November 25, the Integrated Rice Technology Demonstration Project conducted its harvest festival of the hybrid rice which ended the Farmers Field School and made the farmer-graduates certified hybrid rice growers.

The varieties of hybrid rice implemented were Bigante, SL 8H and Mestiso 23. Supervising technicians were Cecile Opada and Melyndre Galve.

There were 42 graduates and the graduation was held at Sitio Siling. A field tour was conducted. The field tour aimed at showcasing the new rice technologies implemented.

Mayor Fortunato Abrenilla, in his message, thanked the farmers for accepting the technology and actively participating in the farmers field school. He said that they should continue having an open mind in the projects and efforts of the government that will help in improving the quality of yield as well as increase the yield per hectare. The improvement in the quantity and the quality of the yield will greatly help in alleviating poverty. In this project, Jagna will not be far away from achieving self-sufficiency in rice.
