CEBU CITY – The Municipality of Jagna once again proved her determination in upholding transparency and accountability and good governance. On December 14, 2012, on behalf of the Local Government Unit of Jagna, Mayor Fortunato R. Abrenilla received the Regional Gawad Pamana ng Lahi Award for municipal category from the Department of Interior and Local Government Region 7 (DILG 7). The awarding ceremony was held during the DILG Region VII Evaluation Conference and Awarding Ceremonies held at the Cebu Grand Hotel, Escario Avenue, Cebu City.

The Gawad Pamana ng Lahi (GPL), pursuant to EO 382, s. 1996, is an award that aims to give recognition to provinces, cities and municipalities that distinguish themselves in local governance. It is conferred to an LGU for exemplary performance in their state of local governance, awards from international organizations or national government agencies, and acknowledged innovations. The GPL has two award levels – the Regional Gawad and the National Gawad.  Each level applies different focus of assessment and criteria.  For the Regional Gawad, the assessment focuses on local government performance using assessment tools as follows: (1) Local Governance Performance Management System or LGPMS, (2) Seal of Good Housekeeping, and (3) assessment of innovation and awards.  Winners of the Regional Gawad are to be further evaluated using higher performance standards, assessment of outcomes based on official statistical records and on-site validation of experts coming from the academe, CSOs, and the private sector. The Award accords government recognition to exemplary performance. It is also an instrument to scale-up the valuing of accountability, transparency and inclusivity in local administration and development.

Bagging the regional award, the municipality was measured against 5 other  municipalities regardless of class for the National Gawad Pamana ng Lahi. The municipality was pitted against Carmona City in Cavite for the top spot, a first class city. Carmona City bagged the National Gawad Pamana ng Lahi by a narrow margin, but still Jagna, a third class municipality, takes pride in being pitted against a first class municipality.

The Municipality of Jagna thru Mayor Fortunato R. Abrenilla received a plaque and Php 1M with a total average score of 94.40 points across the region for the municipality category.

Dumaguete City Mayor Manuel Teves Sagarbarria  received a plaque and Php 2M with a total overall score of 84.80 points for the city category.

The Province of Bohol received the Regional Gawad Pamana ng Lahi Award with Governor Edgar M. Chatto receiving a plaque and Php 3M with a total average score of 100 points for the provincial category.

Mayor Fortunato R. Abrenilla expressed his appreciation for the award and declared that the cash prize received by the LGU will directly go to priority projects just like the previous cash prizes for the Seal of Good Housekeeping awards and other awards.

JAGNA – December 12, 2012 became a significant day in the history of the calamay industry. The blessing and installation of the Calamay Common Service Facility situated in Barangay Can-upao is a turning point to the age old calamay makers and vendors.

The Jagna Calamay Makers Multi Purpose Cooperative (JACAMACO) has partnered with the Local Government Unit of Jagna thru the GREAT Women Project and the Jagna Sustainable Microenterprise Development (JaSMeD) as well as other agencies to form the Jagna Calamay Convergence that envisions a dynamic, progressive and sustainable calamay industry that will produce and market premium quality calamay products utilizing standard production technology and local resources which will be managed by a strong industry organization.

The Jagna Calamay Convergence envisioned for a common service facility that will produce premium quality calamay to be operationalized by the JACAMACO. This idea was initially worked on as a result of the Gender Responsive Economic Actions for the Transformation (GREAT) Women Project from 2009-2013 of the Canadian International Development Agency (CIDA) and the Philippine Commission on Women (PCW) in partnership with the Local Government Unit of Jagna. The convergence strategy will ensure the steady provision of technical/technology expertise, financial assistance, capital, market linkage and promotions. The composition of the Jagna Calamay Convergence includes the Municipality of Jagna, Province of Bohol (thru the offices of the Governor and Provincial Agriculturist), Office of the Cong. Arthur Yap, Department of Labor and Employment Bohol, Department of Science and Technology Bohol, Department of Trade and Industry Bohol, Bohol Agricultural Promotions Center (DA), Agricultural Training Institute VII (Central Visayas), Philippine Coconut Authority Bohol, Bohol Chamber of Commerce and Industry, Inc. JACAMACO and the Philippine Commission on Women (PCW).

The vision was realized with the construction of the Calamay Common Service Facility that housed all the equipment needed to modernized the production of the calamay. The Calamay Common Service Facility is only 75% completed but the equipment is already ready for utilization. The JACAMACO and the Technical Working Group of the GREAT Women Project decided to hold the blessing and installation since the facility is already up and running.

Guests attended the event with Deputy Executive Director of PCW Ms. Manuela Silva and PCW Project Monitoring Officer Khaleen Sasuman; Mr. Billy Tongco, representative of the Honorable Governor Edgar M. Chatto; Ms. Ann Piquero Dy, representative of Congressman Arthur Yap; Mr. John Paul Nistal of the DOLE; Mr. Jerome Gabin of the DTI; the Municipal Technical Working Group (MTWG) of GWP Balilihan; MLGOO Judy Grace Dominguez together with Mayor Fortunato R. Abrenilla, municipal councilors and MTWG Focal Person Hon. Nimfa A. Lloren of Jagna; Barangay Council of Can-upao and JACAMACO members.

After the blessing was the unveiling of the CSF Marker at the common service facility. Ms. Nimfa Lloren gave the rationale of the event pressing on the achievement of the MTWG-GWP of Jagna to realize the dream amidst the challenges along the way. She emphasized that the building symbolizes so many things – a hallmark, a partnership for a common cause, a group enterprise. She also pointed out that because of the convergence, the CSF is assured of a market outside of Jagna.

The Deputy Executive Director of the PCW Ms. Manuela Silva praised the work of the MTWG-GWP of Jagna for successfully empowering the women-members of the JACAMACO. She has expressed appreciation of how the JACAMACO and LGU has evolved to become gender responsive and economically empowered thru the efforts of the MTWG-GWP of Jagna.

The whole affair was organized hand in hand by the JACAMACO, MTWG-GWP of Jagna and the JaSMeD.

Preparedness saves the day

The town of Jagna is one municipality fully prepared to take on Pablo. Equipped with the reality that Pablo is unstoppable, it instead focused on preparedness to mitigate the impact brought about by the super typhoon.

A day prior to Pablo’s expected land fall, December 3, the chairperson of the Municipal Disaster Risk Reduction and Management Council and local chief executive Atty. Fortunato R. Abrenilla convened the council to discuss the coming disaster. With the heads of offices, the MLGOO and the MDRRMC Action Officer, PNP and BFP the discussion zeroed in on preparedness measures and actions taken as well as plans for the next day and Pablo’s landfall.

An operations center was readied and the MDRRMC headed by Mayor Fortunato R. Abrenilla and some employees of the LGU readied the necessary equipment and relief goods in case the need arises.

The personnel of Municipal Engineering Office were on standby to assist the JEMRU, BFP and PNP in road clearing activities. Six teams were created to monitor the whole town. Barangay Disaster Risk Reduction Management Council action officers were directed the proper way of handling and monitoring their respective barangays’ responses.

True to the weather advisories, Pablo reared the seas causing huge waves. The barangays of Cantagay, Looc and Pagina had to evacuate residents along the shorelines to safety. There were 28 families in Cantagay evacuated to the Cantagay Elementary School; 8 families from Looc brought to the barangay hall; and 14 families Pagina that sought refuge in the barangays hall, chapel and the public market.

Abrenilla on 4Ps and targets

Atty. Fortunato R. Abrenilla local chief of the town of Jagna expressed his impression on the 4Ps program of the national government during the ceremonial signing of the memorandum of agreement between the Department of Social Welfare and Development – 7 (DSWD-7) and local chief executive from 24 LGUs in Cebu, Bohol and Siquijor covered by Set 6 of the Pantawid Pamilyang Pilipino Program on November 29, 2012 held at the Bohol Tropics Resort this city.

In his impression, Mayor Abrenilla talked on the background of the project being a replicated project launched originally in Africa and the Latin American countries. In the Philippines, 4Ps started with 760,357 household beneficiaries but coverage expanded to 3.1M within 2 years from its initial implementation. In February of 2012, the number of registered beneficiaries reached 3M and for 2013, a target of 3.8M household beneficiaries will be targeted.

According to Abrenilla, the program is “hitting six birds with one stone”. His enumeration of the sectoral beneficiaries included education which accordingly improved attendance to 4.57M students were no longer absentees in school because of poverty. He said that there is an increase or an improvement attendance rate. This improvement is addressing the issue on Education for All (EFA).

Next beneficiary in the list is the health sector. Abrenilla gave statistics that there were 1,672,977 mothers who are availing of regular medical check-up for pre natal and post natal. There are 1,672,814 children vaccinated against diarrhea, polio, tigdas, etc.

Money to buy food, school supplies is available which answers some issues on poverty. Abrenilla said statistics show that there is a steady decline on poverty incidence.

There are 5.2M households benefited based on the National Household Targeting System for Poverty Reduction (NHTS-PR) and no balance billing in government hospitals.

The fifth sectoral beneficiary of the 4Ps according to the local chief executive is the economy. He said that the economy will improve. His example centered in his locality of Jagna wherein the 1,109 beneficiaries will derive Php 1.4M per month or roughly Php16.8M per annum which will be injected into the local economy. This is saying that the 4Ps will pump-prime the local economy. He added that with the Php 44 billion of the program out into the economic system of the nation, the national economy will boost.

Honored guests for the activity were Mr. Wadel Cabrera III, national deputy project manager of the 4Ps representing Secretary Dinky Soliman of the DSWD. He was with DSWD-7 Asst. Regional Director for Operations Nemia Antipala. Governor Edgar M. Chatto and Cong. Erico Aumentado and the 24 local chief executives were in attendance to this activity.

Better health care for Jagna and nearby communities

On November 18, 2012, the Municipality of Jagna celebrated a new direction to the provision of quality healthcare to the citizens of the town with the blessing of the modernized Lim Community Hospital (LCH). The LCH has been serving the people of Jagna and the nearby town’s for over 30 years.

 

It took two young married visionary doctors Guido and Grace Lim to start the now Lim Community Hospital with that time an OPD clinic at the ground floor of the residence of Atty. Adelaido Singco in barangay Looc. With established friends and families who trusted Dr. Guido Lim’s father the late Dr. Canuto Lim their clients grew in number that prompted them to establish a hospital in Canjulao.

 

Initially the LCH is a 28-bed capacity hospital that started in 1980. But as year’s passed the demand for modernizing the hospital and keeping up with efficient and humane service to the people, it has expanded and modernized its facilities. From a single building hospital for a long time, it constructed another building to house its laboratory with up to date equipment and accommodate doctors’ clinics.

 

There are eleven permanent and visiting physicians at the LCH. These physicians each have expertise to cater to the demand for professional service from clients. The LCH has 22 nursing staff trained to serve the hospital’s clients.

 

To keep up with the times and provide ample opportunity for would-be nurses, midwives, nursing attendants, the LCH accepts trainees in its premises. The management believes that practical training will provide these trainees the necessary skill that is required to become experts in their chosen field.

 

The inauguration and blessing of the 3rd floor of the main building and the annex building that hosts its laboratory and doctors’ clinics opened up opportunities for Jagnaanon’s as well as clients from the neighboring towns to avail of services the big hospitals in Tagbilaran provide within an arms’ reach.

 

During the blessing, Mayor Fortunato R. Abrenilla in his inspirational message thanked both doctors for their vision of establishing their hospital in Jagna and their continued efforts to be of service to the town. Guided by the mission, vision and values to provide quality, safe, humane and honest care to its patients and employees the hospital will go a long way towards providing that and more for its growing clientele.
