Making Jagna disaster resilient

Amidst the calamities plaguing Mindanao as well as the experiences of the town with disasters in 2012, the Local Government Unit has learned its lessons in the management of disaster preparedness and response. The lessons left by the ipo-ipo in July and typhoon Pablo prodded the municipal government to establish an Incedence Command System (ICS) that will govern all actions in pre-disaster preparedness, on-scene responses, and post disaster rehabilitation.

Spearheaded by the Municipal Disaster Risk Reduction and Management Council (MDRRMC), the Jagna Incidence Command System workshop was conducted on January 24, 2013 at the Capt. Gregorio Casenas Hall this municipality. The workshop participants were members of the Sangguniang Bayan, the 33 punong barangays and their respective Barangay Disaster Risk Reduction and Management Council Action Officers, Philippine National Police and Bureau of Fire Protection personnel, representatives of the private sector, partner NGO BIDEF, Inc., department heads, representative of the academe and media and the Jagna Emergency Medical Rescue Unit.

Facilitated by Engr. Gerry Araneta, MPDC and MDRRMC Officer the workshop started with a situationer showing a video presentation of the devastation wreaked typhoons Sendong and Pablo in Mindanao and the ipo-ipo incident in Jagna. After the presentation all participant joined in reciting the Oratio Imperata which will serve as the prayer for all participants of the workshop and the prayer to be chanted by all response teams. Engr. Araneta provided the purpose of the workshop stressing the importance of establishing the ICS in disaster management and response.

Mayor Fortunato R. Abrenilla delivered his inspirational message centering on making Jagna disaster resilient. He emphasized the importance of pre-disaster preparation to minimize the effects of any disaster. He also stressed on an organized collective effort during disaster to effectively manage response and planning for efficient rehabilitation.

The creation of the ICS will serves as a first step towards the effective, efficient management of disaster with the aim of reducing risk and efficiently managing response. The ICS will provide roles and responsibilities for each of the teams under pre-disaster, on-scene response and post disaster so that response will be automatic and timely. The ICS workshop’s objectives were to describe ICS and establish its importance, creation of the ICS teams, establishing roles and responsibilities of the ICS (thru workshop). The output of the workshop will be organized for the crafting of an executive order creating the ICS, defining its purpose and functions as well as its composition.

The MDRRMC believes that every moment counts in times of disaster. The establishment of the ICS translates this belief into reality.
